Utkal Sahitya Samaj is the oldest and the premier literary and cultural organization of Odisha. To insist creativity and to enlarge idea “Alochana Sabha” was founded in Normal school of Cuttack in 1895. Though it was basically created for students mostly literary persons and intellectuals were involved in it. On 7th May 1903, this organization was transformed into a big literary organization and “Utkal Sahitya Samaj” came into being.
The President of “Alochana Sabha” Madhusudan Rao became the first President of “Utkal Sahitya Samaj” and Bagmi Biswanath Kar became its first Secretary. Among others Ram Shankar Ray and Fakir Mohan Senapati became its associate presidents; Mrutyunjay Rath , Gopal Chandra Praharaj and Chandrasekhar Nanda became its associate secretaries and Krushna Prasad Choudhury accepted the responsibility of Treasurer. Abhiram Bhanj , Madhusudan Dash (Teacher) , Nanda Kishor Bal , Brajananda Das , Purushottam Tarkalankar, Raghabananda Das , Braja Sundar Das and Damodar Kar became members of the Executive Body.
The Guardians and patrons of the organization were Sri Ramchandra Bhanjadev, king of Mayurbhanj, the king of Khallikot , Sri Harihara Mardaraj Dev the king of Badakhemundi, Sri Krupamay Anangakeshari Dev, King of Balasore Sri Baikunthanath De Bahadur, Radhanath Ray, Madhusudan Das and Gourisankar Ray.
Kabibar Radhanath Ray presided over the first meeting of Utkal Sahitya Samaj. In his speech he laid emphasis on four points for Odia literature: (a)To discuss ancient odia literature.
On 7th May 1903, in a meeting of the Utkal Sahitya Samaj it was decided that this organization would work for the protection and promotion of Odia language , Odia Literature and Odia culture. The primary aim of this organization would be:
Though Madhusudan Rao was the permanent President of Utkal Sahitya Samaj, Kabibara Radhanath Ray, Maharaja Sri Ramchandra Bhanj, Raybhadur Radhacharan Das, Mahamahopadhaya Sadasiba Mishra, Fakir Mohan Senapati, Karambir Gourisankar Ray, Sri Arta Ballav Mishra, Utkal Gourab Madhusudan Das and other distinguished personalities of the then Odisha had presided over its Annual Meetings creating a novel tradition.
The Utkal Sahitya Samaj was established under a Government of Odisha Dated 07-05-1903 vide Registration No: 814/K/22-06-1935, Sri Ramchandra Bhawan, Cuttack-753009 in which the Constitution of the organization was originally embodied. The organization functions as an autonomous organization, and the power to amend its Constitution vests in the General Council. This power has been exercised from time to time.
Whereas it is considered expedient to establish a national organization to work actively for the development of Odisha letters and to set high literary standards to foster and co-ordinate literary activities in Odia languages and to promote through them all the cultural unity of the country, it is hereby resolved as follows:
1. A National Academy of Letters, to be called “Utkal Sahitya Samaj" shall be established.
2. Organization and Function
(a) The organization shall be a corporate body, shall have a perpetual seal and may sue and be sued in its corporate name.
(b) It shall have the following powers and functions namely:
i. Promote co-operation among men of letters for the development of literature in Odia languages;
ii. Publish or to assist associations and individuals in publishing literary works.
iii. Sponsor or to hold literary conferences, seminars and exhibitions on all-India or regional basis;
iv. Award prizes and distinctions and give recognition to individual writers for outstanding work;
v. Promote research in Odia languages and literature;
vi. Promote the teachings and study of regional languages and literature in areas beyond their own;
vii. Encourage propagation and study of literature among the masses.
